We haven’t had a chance to get to the Littlerock Park splashpad yet, but a visitor left a comment below on Sun July 20, 2019 that the water was not on.
According to the City of Ottawa’s splashpad information on their swimming page, the Littlerock Park splashpad is turned off for repairs:
Please note that Littlerock Park splash pad is closed until further notice. At this time we do not have an estimated opening date due to the need for extensive repairs.
